Minutes – Meeting September 2, 2010, 1:00 PM

Commissioner John Brennan called the meeting to order at 1:00 pm.

Roll call by Secretary Bill Fulton; present were Commissioner John Brennan, Commissioner John Camardo and Commissioner Jack Hardy. Also present were City Manager Mark Palesh, Corporation Counsel John Rossi and Fire Chief C. Michael Hammon.

Commissioner Camardo moved to approve the minutes of June 3, 2010, seconded by Commissioner Hardy. Motion carried 3-0.

Old Business
Continued discussion in regards to ordering a new exam for Assistant Fire Chief – The manager noted that three of the four Assistant Chiefs are new, and there will be no movement for the next ten years. He would like to open up the next exam for the broadest choices. Secretary Fulton advised that the list expires March 2012; the exam will be held January 8, 2011. He noted that the exam would be ordered by September 10. Commissioner Camardo moved that the exam be ordered; Commissioner Hardy seconded; unanimous approval.

Further discussion followed as to the minimum qualifications to take the exam; currently 4 Captains and 6 Lieutenants would be eligible to take the exam. Chief Hammon approves of keeping the qualifications as they are. The Commission through discussion agreed to make no changes to the qualifications as they are now.

New Business
Employee changes from June 3, 2010 – Present – no discussion.

Upcoming schedule – Secretary Fulton noted that for the September 25 exam, there were four or five signed up; test location was City Hall.

Miscellaneous
  • Secretary Fulton advised that the resolution for the School Bussiness Manager was sent to Albany, acted on and approved, and added to the appendix. He further noted that BOCES hired City Comptroller Lisa Green off of the school district list as a BOCES employee. The school district will not fill this position.
  • Discussion on Assessor upcoming vacancy – Secretary Fulton noted that the current Assessor Sue Chandler will retire shortly; there is a promotional list which will expire on September 7. Albany was asked to extend the list, and the response was no. Decision was made to hire Mike Burns prior to expiration of the list on September 7, at which time he would take a leave of absence from the Assessor position until the time of Sue’s retirement. Canvass and pink slips have been done.
Commissioner Camardo suggested that the Retirement System be contacted as he was concerned that there was a pink slip showing the filling of the Assessor position before it was vacant. Secretary Fulton will follow up with Albany.

Motion to adjourn by Commissioner Camardo, second by Commissioner Hardy. Unanimous approval.
